Malta has taken a significant step towards strengthening its real estate sector with the establishment of the Property Market Agency (PMA), a new regulatory body aimed at ensuring greater transparency, professionalism, and consumer protection in the property market.
Officially launched in early 2025, the PMA will serve as the central authority overseeing the conduct of real estate professionals, setting industry standards, and implementing regulatory frameworks to enhance public trust. It will also be responsible for maintaining a public register of licensed agents and brokers, monitoring compliance, and providing a platform for consumer complaints and dispute resolution.
Our Director, Stefan Consiglio, who forms part of the Real Estate Section Board under the MDA, attended the launch in March. Minister for Social Accommodation, Roderick Galdes, described the Agency as a “milestone reform” that reflects the government’s commitment to creating a fairer and more accountable housing market. He noted that the PMA will play a vital role in supporting both buyers and sellers while also encouraging ethical practices within the industry.
The launch follows a series of reforms introduced over recent years, including the licensing of estate agents and new guidelines around property advertisements and transactions. The PMA is expected to work closely with stakeholders to ensure these measures are effectively implemented and updated as needed.
As Malta’s property market continues to grow in complexity and competitiveness, the PMA is poised to offer much-needed structure and clarity—benefitting professionals and consumers alike.
